Abstract
Ghana is one of the many countries who have the desire to show their commitment to reducing the burden of Maternal Mortality. To show that commitment, Ghana implemented a Free Maternal Policy in 2003 as a pilot in 4 regions and later to all the 10 regions to increase the number of women getting skilled attendance. Using regional data allowed the researcher to look at the changes in utilization among pregnant women in the various regions. Findings show that there is still a great need to reach out to the rural populations.
